The City Beautiful is eyeing a high-tech upgrade to its traffic and parking woes, but not without a flurry of opinions. At a recent meeting of the Municipal Corporation of Chandigarh, councillors engaged in a heated but constructive debate over a proposed AI-powered smart parking system designed to tackle growing congestion and disorganized vehicle parking in the city’s core sectors.
The new plan, proposed by the Chandigarh Smart City Limited (CSCL) team, outlines the use of Artificial Intelligence and real-time sensor technology to optimize parking management across commercial and residential hotspots. The idea is to digitally monitor parking slots, guide drivers to vacant spots through mobile apps, and enforce better compliance—all through a seamless, tech-driven platform.
Councillors from multiple political parties and independent seats were present for the briefing, where the CSCL and Municipal Corporation officials made a detailed presentation. According to the plan, the pilot project would cover around 15 locations, including busy areas like Sector 17, Sector 22, and the IT Park zone, before being expanded city-wide.
Some councillors expressed enthusiastic support for the move, calling it a much-needed modernization that could reduce chaotic parking and make Chandigarh more commuter-friendly. They noted that similar systems have proven effective in metro cities like Bengaluru and international smart cities like Singapore and Amsterdam.
However, the plan was met with skepticism from several councillors, who questioned both the cost and practicality of the project. One concern raised was that many city residents are not tech-savvy, and relying heavily on mobile apps for finding parking might exclude elderly or lower-income groups. Others flagged potential issues like data privacy, uneven implementation, and revenue-sharing models between the civic body and the private operator who would be tasked with managing the system.
Financial transparency also became a key talking point. Councillors demanded a detailed cost-benefit analysis, including installation expenses, annual maintenance costs, and expected revenue from paid parking. Questions were also raised about how violations would be monitored, and whether AI surveillance might overstep into privacy and regulatory grey areas.
Despite the mixed reactions, there was consensus that the city’s parking system urgently needs reform. With rising vehicle ownership, dwindling parking spaces, and poorly enforced parking zones, Chandigarh is experiencing bottlenecks in areas that were once considered smoothly navigable. The proposed AI system promises to cut down time spent looking for parking, reduce illegal double parking, and help decongest arterial roads.
Municipal officials assured councillors that public feedback would be integrated before rollout and that hybrid solutions—including human-operated kiosks and simplified user interfaces—would be part of the broader framework to ensure inclusivity.
Mayor Anup Gupta stated that while digital transformation is the way forward, it must be implemented with accountability, affordability, and accessibility in mind. “Technology must serve the people, not complicate their lives,” he said.
The next steps will include public consultations, vendor evaluations, and a detailed feasibility study. If approved, tenders could be floated by late 2025, with Phase I implementation targeted for early 2026.
As Chandigarh continues to position itself as a Smart City, the AI-powered parking plan offers a glimpse into a digitally managed urban future—but only time will tell whether policymakers and citizens can align on how best to steer it.
