Emergency Quota Tightened: Indian Railways Clamps Down on Berth Misuse
Indian Railways has revised the rules governing the use of the emergency quota (EQ)—a special allocation of seats and berths meant for urgent travel needs. This change, announced in late July 2025, comes after increasing evidence of the EQ system being exploited by middlemen, unauthorized agents, and even internal misuse by railway officials.
The move is expected to tighten controls over how berths are allotted under the EQ system, limiting the room for misuse while still preserving access for genuinely needy passengers such as patients, defense personnel, and VIPs.
What is Emergency Quota and Why It Exists
The emergency quota system is an essential component of Indian Railways’ passenger reservation infrastructure. It was designed to accommodate last-minute and critical travel needs of individuals who cannot plan in advance, such as government officials, patients requiring urgent treatment, members of the armed forces, and others with pressing emergencies.
Typically, a small number of berths—often in AC classes—are held back under this quota on most long-distance and express trains. These are not released for general booking and are allocated at the discretion of railway authorities, often with approval from the Divisional Railway Managers (DRMs), zonal General Managers, or central government departments.
But over the years, allegations have emerged suggesting that this quota is routinely manipulated. In several zones, RTI (Right to Information) queries and internal audits revealed that influential individuals and private agents have occasionally managed to get access to emergency quota berths—sometimes for a price.
The Policy Change: Tighter Controls and Greater Oversight
To address this concern, Indian Railways has now streamlined and standardized the procedures for allotting emergency quota seats across zones. The new guidelines are focused on bringing transparency, ensuring proper documentation, and reducing arbitrary approvals.

In a few cases, railway staff and touts collaborated to ‘reserve’ these seats under fake emergency labels and later transfer them informally to paying customers.
A 2023 audit report by the Comptroller and Auditor General (CAG) found “irregularities in EQ berth allotment” in at least five zones. The findings raised serious concerns about the lack of accountability in the process.
These malpractices not only deny access to those who genuinely need it but also erode public trust in the integrity of India’s largest public transport system. The new rules attempt to correct this by installing checks, balances, and a clearer trail of responsibility.
Ensuring Fairness Without Sacrificing Urgency
One of the challenges the Indian Railways faced was ensuring that the revised policy doesn’t end up delaying or obstructing passengers with real emergencies. For instance, patients referred for treatment to metro hospitals, or jawans posted at remote locations, rely heavily on EQ to get travel confirmations at short notice.
To strike this balance, the railway board has directed all zonal offices to ensure that the revised rules do not lead to bureaucratic bottlenecks. In fact, a digitally submitted emergency request with proper scanned documents will now receive faster processing and approvals, especially for medical and defense personnel.

Impact on Agents and Brokers
A major unintended consequence of the previous EQ rules was the growth of an informal market for train tickets—often orchestrated by unauthorized travel agents who claimed access to ‘special quotas’ for a fee. These brokers preyed on passengers during high-demand seasons such as summer vacations, festival periods, and wedding seasons.
By tightening the EQ norms and shifting allocation to a digitally traceable system, Indian Railways aims to choke off this grey market. The new guidelines stipulate that only designated officials, using official credentials and system logins, can submit EQ allotment requests. This will make it significantly harder for agents to manipulate the process.
Further, zonal railways have been advised to launch awareness campaigns so that passengers know how to apply for EQ directly—without intermediaries or agents.
Digitization and Transparency Are the Future
This policy update is part of a larger digital transformation push by Indian Railways. In recent years, the railway ministry has launched several technology-backed initiatives aimed at improving user experience, operational efficiency, and transparency in service delivery.

The public response to the EQ policy tightening has been cautiously optimistic. While some passengers worry about increased paperwork, others welcome the move as a step toward justice for those repeatedly bumped off due to insider favoritism.
A senior officer in the South Western Railway zone said:
“We receive over 200 EQ requests daily in peak season. The new policy helps us process only legitimate claims. It reduces pressure and shields us from baseless political or social influence.”
However, railway unions and some public representatives have expressed concerns that without an increase in the overall number of EQ berths during peak periods, legitimate passengers may still be left out.
To this, a Railway Board official responded:
“The focus is not just on cutting misuse but improving predictability. If there’s better forecasting and AI tools in place, we can dynamically increase or decrease quota allotments as per seasonal demand.”

The tightening of emergency quota rules is not just about clamping down on corruption—it’s about restoring public confidence in a system that millions rely on every day. Indian Railways, as the lifeline of the nation, must balance fairness, urgency, and efficiency in its operations.
With the right mix of technology, accountability, and citizen education, this reform could become a template for other government-run services struggling with discretionary decision-making. While it’s too early to judge the full impact, one thing is clear: the journey to a more equitable and digital Indian Railways is on track.
