Hyderabad, July, 2025 — In a landmark development for India’s rail engineering sector, the upcoming Kazipet Railway Manufacturing Unit in Telangana is all set to manufacture train sets for export markets, giving a major push to the state’s industrial landscape and India’s Make in India ambitions.
Strategically located along major national rail corridors, the Kazipet unit has been envisioned as a high-capacity hub capable of producing advanced train sets, including semi-high-speed and electric multiple unit (EMU) variants. These will be designed not just for Indian Railways, but also for overseas clients, particularly in South Asia, Africa, and Latin America, where demand for affordable and robust rail solutions is increasing.
The new facility, spread across 160 acres, has been under development by Railway PSU Rail Vikas Nigam Ltd (RVNL) and the South Central Railway (SCR). It is designed to manufacture up to 200 train coaches annually in its first phase, with scalable capacity built into its layout.
Engineered for Global Markets
The Kazipet plant will focus on manufacturing lightweight, energy-efficient, and modular train sets that meet international safety and quality standards. According to senior railway officials, the unit will begin with EMUs tailored for suburban networks and will later expand to high-end intercity trainsets.
Telangana’s strategic location has played a key role in the project’s approval. Officials point to Kazipet’s connectivity via the Delhi-Chennai and Mumbai-Kolkata lines, making it ideal for transporting raw materials and delivering finished coaches. The area also benefits from proximity to Hyderabad’s skilled manufacturing and IT ecosystems.
“We are not just looking at domestic needs. This facility will be a global player,” said a Railway Ministry source. “The target is to create a sustainable export pipeline, supporting India’s ambition to be a global rail supplier.”
Make in India and Export-Led Growth
The Kazipet unit aligns with the ‘Make in India’ and ‘Aatmanirbhar Bharat’ (Self-Reliant India) missions, under which India aims to become a manufacturing hub for the global rail industry. With rising demand for modern, affordable, and durable rolling stock in developing nations, Indian train manufacturers are now better placed than ever to tap into global orders.
Indian rail coach exports are currently dominated by Integral Coach Factory (ICF) in Chennai and Modern Coach Factory (MCF) in Raebareli, but Kazipet is expected to diversify and decentralize this production base.
“We’ve seen consistent demand from countries like Bangladesh, Sri Lanka, Mozambique, and even some Eastern European nations,” said a senior executive from Rail India Technical and Economic Service (RITES). “Kazipet can help us meet these growing needs with better turnaround times.”
Employment and Economic Impact
The manufacturing unit is expected to generate more than 3,000 direct and indirect jobs, a welcome boost for the regional economy. Local industries will be engaged in the supply of components, sub-assemblies, and support infrastructure.
The facility is also being developed as a green manufacturing hub, with solar energy integration, rainwater harvesting, and zero-waste-to-landfill ambitions. Sustainable practices are central to the site’s long-term vision, ensuring both economic and environmental benefits.
“By combining modern technology with Telangana’s manufacturing prowess, the Kazipet unit will set new standards in energy-efficient rail production,” said an official from the Telangana Industrial Infrastructure Corporation (TGIIC).
Training and Skilling the Workforce
To ensure the availability of skilled manpower, the Ministry of Railways is working with technical institutes in Warangal and Hyderabad to launch domain-specific skilling programs. This includes hands-on modules in electric traction systems, trainset integration, quality assurance, and international certification standards.
The Indian Railways is also coordinating with the National Skill Development Corporation (NSDC) to develop tailor-made courses for the new factory.
These initiatives are particularly important given the complexity of producing globally exportable train sets. It requires integration across mechanical, electrical, electronic, and digital systems, demanding a workforce that is both technically sound and globally aware.
Infrastructure and Logistics Synergy
Kazipet’s integration with India’s railway and road logistics networks offers tremendous synergy for domestic and export delivery. Rail sidings, container terminals, and dedicated freight corridors (DFCs) in proximity are being planned or upgraded.
According to officials, the Kazipet facility will also host a testing and certification center aligned with international benchmarks, a first for Telangana. This will enable faster approvals for overseas dispatches and reduce reliance on distant facilities.
“Infrastructure is being developed not just to build trains, but to ship them smoothly,” remarked an SCR engineer associated with the project.
Future Expansion and Global Partnerships
Phase 2 of the project envisions a Public-Private Partnership (PPP) model to scale up production capacity and include international technology collaborations. Talks are reportedly underway with European and Japanese rail technology firms to integrate next-gen trainset designs, including hydrogen-powered and hybrid rolling stock.
The Indian government is also in discussions with global financing bodies to fund export-linked rail contracts under soft-loan arrangements with developing nations.
Such partnerships could place Kazipet at the forefront of green and digital rail manufacturing, offering products that are competitive on cost, compliant with international norms, and scalable for mass deployment.
Telangana’s Emerging Role in National Manufacturing
The Kazipet railway coach factory marks a defining moment in Telangana’s industrial journey, reinforcing its position as a serious player in India's heavy engineering sector. With large-scale investments in electronics, defense, aerospace, and medical devices already flowing into the state, rail transport is the next logical frontier.
“This is not just a factory; it is a gateway to export-driven industrialization for Telangana,” said an official from the Telangana State Industrial Project Approval and Self Certification System (TS-iPASS).
As India positions itself as an alternative to China in global supply chains, Kazipet is a microcosm of that larger vision — blending infrastructure, policy, and skill to deliver complex industrial products for global markets.

As the country moves beyond self-sufficiency toward export dominance in rail technologies, this Telangana-based project is a pivotal step forward.
