The Meghalaya Urban Affairs Department has recently launched a new Grant-in-Aid Scheme aimed at developing off-street parking across the state. This initiative is part of the broader Meghalaya Parking Policy for Urban Areas, 2025, and seeks to tackle the growing problem of traffic congestion in Shillong, the state capital, and other urban areas.
Rising Traffic Challenges in Shillong
Shillong has been facing significant traffic challenges for many years. The increasing number of private vehicles, coupled with narrow streets and unplanned urban growth, has made parking a critical problem. On-street parking often blocks traffic, slows down commutes, and increases pollution. Recognizing the urgency of the situation, the state government has decided to encourage the development of organized off-street parking facilities.
Off-street parking refers to parking spaces that are not located on main roads but instead on designated plots of land, in multilevel parking structures, or in automated parking systems. These parking solutions allow vehicles to be parked safely without disrupting the smooth flow of traffic.
Who Can Apply for the Scheme?
The grant scheme is open to multiple stakeholders, including:
Private Landowners: Individuals who own land suitable for parking projects.
Dorbar Shnongs: Local village councils responsible for community development.
Non-Governmental Organizations (NGOs): Registered organizations working in public welfare.
Cooperative Societies: Groups that operate to benefit their members economically.
By involving different types of applicants, the government aims to encourage wider participation and ensure that off-street parking facilities are developed across different areas of the state.
Financial Support Details
The scheme provides financial assistance to applicants to help them build off-street parking facilities:
Surface-Level and Stacked Parking: A grant of ₹1 lakh per Equivalent Car Space (ECS), with a minimum requirement of 10 ECS.
Automated Parking Systems: Assistance covers 75% of the Detailed Project Report (DPR) cost or up to ₹5 lakh per ECS, with a minimum requirement of 20 ECS.
This funding is designed to reduce financial burden and make it easier for developers to construct modern, efficient parking spaces.
Process of Implementation
The scheme follows a clear process for selecting projects and ensuring quality:
Expression of Interest (EOI): Interested applicants must submit their proposals to the Urban Affairs Department. The last date for submission is September 30, 2025.
Evaluation: A screening committee will assess the proposals based on their feasibility, project design, and alignment with the objectives of the scheme.
Project Execution: Selected applicants will be responsible for constructing, operating, and maintaining the parking facilities.
Commercial Operation: The parking spaces are meant for public or commercial use, not private use. Operators can collect parking fees as per government guidelines.
