Plans to extend high-speed rail across northern England have been delayed once more, with no announcement expected at next week’s Labor Party conference.
The UK government had been expected to unveil details of the Northern Powerhouse Rail project, specifically the Liverpool-Manchester line, but concerns over long-term costs have pushed back the revival of the initiative.
Extended Review Underway
According to insiders, an extended review process is currently underway to avoid repeating the problems faced by HS2, which has suffered from significant delays and cost overruns.
A government source emphasized that the administration remains “fully committed to Northern Powerhouse Rail,” although no timeline for the announcement has been provided. The Treasury has been approached for comment.
Origins and Importance of the Project
Northern Powerhouse Rail was first proposed in 2014 by then-Conservative Chancellor George Osborne. The Liverpool-Manchester line is seen as a central component of the wider project, designed to cut travel times between northern cities and towns and boost economic growth outside London.
Over the years, various governments have modified or downgraded parts of the scheme. In June, Chancellor Rachel Reeves had indicated that plans to advance the project would be set out “in the coming weeks.”
Multiple Delays in Announcement
The project’s progress has faced repeated delays. A plan had been anticipated during the June Spending Review, the government’s infrastructure strategy unveiling, and the publication of a key infrastructure pipeline—but no updates have materialized.
Northern mayors were previously reassured that plans for a new rail line, together with a “Northern corridor” regeneration initiative, would be announced before or at the Labor Party conference. Some insiders suggested it was intended to be a highlight of Sir Keir Starmer’s speech at the Liverpool event.
Change in Political Champions
Lucy Powell and Angela Rayner, who had been the project’s main advocates within the cabinet, are no longer in ministerial positions, leaving questions over political leadership and momentum for the initiative.
