Odisha Earmarks 5,500 Acres to Boost IT Electronics Investment

In a significant step to attract IT and electronics companies, the Odisha government has earmarked nearly 5,500 acres of land around Bhubaneswar for developing new IT parks, IT towers, and electronics manufacturing hubs. This move is part of a larger effort to strengthen the state’s technology sector and provide a boost to both global investors and local startups.

The projects are being developed under a public-private partnership (PPP) model, which is designed to combine government support with private sector efficiency. This approach will help address one of the major challenges faced by businesses in the state: the availability of large, ready-to-use land parcels for setting up operations.

Key Locations Identified for Development

The government has carefully selected several locations to ensure balanced growth across Bhubaneswar and its surroundings. The major land parcels earmarked include:

  • Mundali: 980 acres

  • Kuaput Hills and Haldipada: 1,694 acres

  • Aranga: 1,504 acres

  • Aragul: 874.5 acres

  • XIM University Square: 441.5 acres

In addition, smaller plots within the Bhubaneswar Municipal Corporation area will be used to develop IT parks and towers aimed at supporting startups and small-to-medium enterprises (SMEs). These locations are strategically chosen to provide easy access to transport, education, and business infrastructure.

Chief Secretary Manoj Ahuja has instructed the Industrial Infrastructure Development Corporation (IDCO) and the Khurda district administration to speed up land acquisition. This will ensure that once acquired, the land can be quickly allotted to companies interested in establishing operations in Odisha.

Boost for Technology Investments

Once land acquisition is completed, the Odisha government plans to allot land at special rates to reputed IT, ITeS, and Electronic System Design and Manufacturing (ESDM) companies. The initiative is aimed at encouraging large-scale operations and attracting global technology giants to Bhubaneswar.

Experts say that the move could position Bhubaneswar as a competitive IT and electronics hub in India. With increasing interest from global IT firms and semiconductor manufacturers, Odisha’s technology sector is expected to see significant growth in the coming years.

Supporting Infrastructure and Facilities

Along with land allocation, the government is focused on strengthening the supporting infrastructure for technology companies. Ongoing projects include:

  • Built-up facilities at Infovalley and Infocity

  • New IT towers developed by NBCC, OBCC, OMC, and Chandaka

The IDCO is also set to introduce a GIS-based land management system, which will make land allotment and monitoring more efficient. Furthermore, the East Coast Railway (ECoR) will be encouraged to allocate space for IT companies near Bhubaneswar railway station, improving connectivity and ease of doing business.

Opportunities for Startups and SMEs

The smaller plots within the city will be particularly beneficial for startups and SMEs, providing affordable options to establish offices and IT facilities. This will help create jobs, encourage entrepreneurship, and strengthen the local economy.

The initiative also reflects Odisha’s long-term vision of becoming a technology-driven state. By combining land availability, supportive policies, and infrastructure upgrades, the government aims to attract both global investors and homegrown talent in the IT and electronics sectors.

Officials believe that the combination of land allotment, infrastructure improvements, and supportive government policies will make Bhubaneswar a prime destination for technology investments. Companies looking to expand operations or set up new facilities will have access to ready-to-use land, modern facilities, and strong connectivity.

This plan marks a strategic step for Odisha in creating a vibrant IT ecosystem capable of competing with other major technology hubs in India. As the projects move forward, the state expects to see increased employment opportunities, enhanced economic growth, and global recognition as a destination for the IT and electronics industries.
