Odisha Targets 50% EV Registrations by 2036 with New Policy

June 26, 2025 | Bhubaneswar, Odisha — In a bold step toward a greener and more sustainable transportation future, the Government of Odisha has launched its revamped Electric Vehicle Policy 2.0, setting an ambitious target: 50% of all new vehicle registrations in the state to be electric by 2036. The policy, officially unveiled by Chief Minister Naveen Patnaik’s administration, is designed to boost EV adoption through a mix of financial incentives, charging infrastructure, local manufacturing support, and R&D promotion.

This move positions Odisha as one of the leading Indian states actively shaping a clean mobility future aligned with national decarbonization goals and the Faster Adoption and Manufacturing of Electric Vehicles (FAME) framework.

The updated electric vehicle (EV) policy sets forth a bold and comprehensive vision for transforming Odisha's mobility landscape. Among its core targets, the policy aims to achieve 50% EV penetration across all vehicle categories — including two-wheelers, three-wheelers, four-wheelers, and buses — by 2036. A more ambitious goal is to ensure 100% electric public transportation in select cities by 2030, signaling a decisive shift toward sustainable urban transit.

To support this transition, the policy emphasizes the creation of a robust EV manufacturing ecosystem within the state, covering battery assembly units and the production of critical EV components. Additionally, it calls for the expansion of public and private charging infrastructure across both urban and rural areas, ensuring broad accessibility.

Recognizing the importance of innovation, the policy also seeks to promote local research and development in battery technologies and vehicle software. This updated roadmap marks a significant evolution from Odisha’s first EV policy introduced in 2021, which primarily focused on early adoption incentives. The new approach reflects a long-term commitment to building a self-reliant and future-ready electric mobility framework.

A standout feature of Odisha’s policy is its emphasis on social equity and inclusion. Recognizing the opportunity to uplift underserved segments, the policy offers higher incentives to female buyers, incentives for EV rickshaws and loaders (targeted at small entrepreneurs), and support for micro-mobility startups.
State officials also emphasized the environmental impact of the policy, projecting a reduction of nearly 1 million tons of CO₂ emissions annually by 2036 if targets are met.

To meet its ambitious goals, Odisha is establishing public-private partnerships (PPPs) with industry stakeholders to accelerate rollout. The state aims to become a manufacturing and logistics hub for EVs in eastern India, offering land, tax benefits, and plug-and-play industrial zones to attract EV and battery makers.
The policy also aligns with national objectives under India's Net Zero 2070 commitments, and Odisha plans to seek support from central schemes like FAME-II, PLI (Production Linked Incentive) for ACC batteries, and Green Hydrogen Mission.

With a phased rollout plan, Odisha will track EV penetration across districts, develop digital monitoring systems, and review the policy every three years to align with emerging technologies and market dynamics. Upcoming initiatives include EV-only zones, electric freight corridors, and e-bus deployment for public transport.
Experts view this policy as both ambitious and necessary, especially as India’s urban centers grapple with air pollution, oil dependency, and rising transportation emissions.

Odisha’s EV Policy 2.0 is a forward-thinking, inclusive framework that blends environmental responsibility with economic opportunity. By setting a clear long-term vision and backing it with incentives, infrastructure, and innovation, the state is positioning itself not just as a beneficiary of India's electric mobility revolution — but as a leader of it.
As the EV race intensifies across India, Odisha’s roadmap could serve as a model for other states looking to electrify their transport systems while empowering local communities and industries.
