Leaders from Ukraine and allied nations met in Paris on Tuesday to set clear and concrete security commitments for Kyiv. The gathering comes as the war with Russia enters its fourth year, with fighting showing no signs of slowing down.
Ukrainian President Volodymyr Zelenskiy joined over 27 world leaders, along with senior U.S. negotiators, including Steve Witkoff and Jared Kushner. The main goal of the summit was to create a coordinated plan to support Ukraine, which could also be presented during negotiations with Russia.
Officials said that one of the main objectives was to turn previous vague military pledges into detailed, actionable commitments. Senior military representatives, including Ukraine’s general staff chief, attended to ensure that promises of support were practical and implementable.
A key topic was the potential creation of a multinational force to assist Ukraine if a ceasefire is agreed upon. Leaders also discussed broader security guarantees, including legally binding measures if Ukraine faces future attacks. Coordination between Ukraine, the U.S., and European countries will ensure that these plans align with both diplomatic and military strategies.
French officials said the operational details of the pledges had been agreed upon, emphasizing the need for long-term commitments from all partners. European diplomats also hope that formalizing these pledges will strengthen U.S. support, which has been broadly outlined in previous discussions with Kyiv.
Speaking to the nation before the summit, President Zelenskiy said Ukraine is preparing for both possible outcomes: a peaceful diplomatic solution or continued active defence if pressure on Russia proves insufficient.
“Ukraine’s goal is peace,” he said. “But we are ready for both diplomacy and defence.”
The Paris meeting demonstrates the determination of Ukraine’s allies to support the country while seeking ways to end the conflict. By creating clear, enforceable security commitments, they hope to provide Kyiv with stronger protection and reinforce the prospects for a stable ceasefire.
Analysts say that firm international pledges could play a crucial role in deterring further aggression and giving Ukraine confidence in its defence planning. As the war continues, such cooperation highlights the importance of a united approach among countries backing Ukraine’s security.
