The United States and Russia are holding another round of talks aimed at ending the war in Ukraine, raising cautious hopes for progress while also showing how difficult peace remains. Senior officials from both countries are meeting in Florida as the US tries to bring Russia and Ukraine closer to an agreement.
The talks are part of a new push by President Donald Trump’s administration to find a way to stop the war, which began in February 2022 when Russia launched a full-scale invasion of Ukraine. Nearly four years later, the fighting continues, causing heavy loss of life and widespread destruction.
According to US officials, American negotiators met Ukrainian and European representatives on Friday before the planned meeting with Russia. These discussions focused on a possible peace framework and security guarantees for Ukraine if the fighting ends.
US officials said there has been some progress in talks with Ukraine and European allies, especially on how Kyiv could be protected from future attacks. However, it is still unclear whether Russia will accept any of these proposals.
The Russian delegation is being led by Kirill Dmitriev, a close envoy of President Vladimir Putin. He is expected to meet with Steve Witkoff, a property developer who has taken on a diplomatic role for the Trump administration, and Jared Kushner, Trump’s son-in-law. US Secretary of State and national security adviser Marco Rubio said he may also take part in the talks.
Some earlier meetings were held at Witkoff’s golf club in the Miami area, which has become an informal venue for these discussions.
Despite the talks, major differences remain. US intelligence officials have warned that President Putin may still aim to control all of Ukraine. These assessments clash with claims from some US officials who believe Moscow might now be open to peace talks.
At a recent press conference in Moscow, Putin showed no sign of compromise. He repeated demands first made in June 2024. These include Ukraine giving up its goal of joining NATO and fully withdrawing from four regions that Russia claims as its own, even though Russian forces do not fully control them.
Ukraine has firmly rejected these demands. Ukrainian leaders say they will not surrender territory, especially land that Russian forces have failed to capture after years of fighting.
Ukraine’s chief negotiator, Rustem Umerov, said talks with US and European officials were constructive. He said the sides agreed to continue working closely together and to take further steps soon. Umerov also said he had briefed President Volodymyr Zelenskiy on the outcome of the discussions.
“We agreed with our American partners on further steps and on continuing our joint work in the near future,” Umerov said in a message posted online.
A Russian source told reporters that there would be no direct meeting between Russian and Ukrainian negotiators during the Florida talks, showing how deep mistrust still runs between the two sides.
Speaking to reporters, Marco Rubio said progress has been made, but he stressed that peace cannot be forced. He said both Russia and Ukraine must want a deal for it to succeed.
“We can’t force Ukraine to make a deal. We can’t force Russia to make a deal,” Rubio said. “Our role is to see if there is any common ground they can agree on.”
Rubio added that he hopes an agreement can be reached before the end of the year, but admitted that it may not be possible.
The Florida meeting highlights both hope and frustration. On one hand, talks are continuing and channels of communication remain open. On the other hand, the main demands from Moscow and Kyiv remain far apart.
For millions of people affected by the war, the talks are being watched closely. Any step toward peace could save lives and help rebuild Ukraine. But for now, the path to ending the conflict remains uncertain, with hard choices and deep disagreements still standing in the way.
