The government of Uttar Pradesh has taken a major step to strengthen the state’s electronics manufacturing sector by launching a new policy worth ₹5,000 crore. Named the Uttar Pradesh Electronics Component Manufacturing Policy-2025 (UP ECMP-2025), this initiative aims to promote local production of essential electronic components, attract large-scale investments, and generate thousands of jobs across the state. The policy also focuses on reducing India’s dependence on imported electronic products by encouraging domestic manufacturing.

Officials have stated that the policy will be implemented over a period of six years to transform Uttar Pradesh into a major hub for electronics manufacturing in the country. The government sees this initiative as a way to boost economic growth, create employment opportunities, and foster technological innovation in the electronics sector.

Objectives of the Policy

The UP ECMP-2025 has several key objectives, all designed to strengthen the electronics manufacturing ecosystem in the state.

  • Promoting Local Manufacturing

  • The policy aims to encourage the production of critical electronic components within the state. By developing a strong domestic supply chain, the government intends to ensure that electronic products manufactured in Uttar Pradesh are competitive and meet global standards.

  • Attracting Investments

  • The government expects investments totaling ₹5,000 crore to flow into the electronics sector over the next six years. These investments will help set up manufacturing units, research and development centers, and support infrastructure, all of which are crucial for a thriving electronics industry.

  • Job Creation

  • One of the most important goals of the policy is to create employment opportunities for the youth. By establishing manufacturing plants, training centers, and support services, the policy is expected to generate thousands of direct and indirect jobs, benefiting both skilled and semi-skilled workers.

  • Reducing Import Dependence

  • Currently, India relies heavily on imports for many critical electronic components. By promoting local manufacturing, the UP government aims to reduce this dependence, strengthen the domestic industry, and support the country’s “Make in India” initiative.

Key Components Targeted by the Policy

The UP ECMP-2025 focuses on producing eleven essential electronic components, which are widely used in devices ranging from smartphones to industrial machinery. Some of the major components include:

  • Displays: Used in televisions, smartphones, laptops, and other devices, displays are a critical component of electronic products. Local production will help reduce costs and improve availability.

  • Camera Modules: Found in mobile phones, digital cameras, security cameras, and industrial equipment, camera modules are in high demand. Manufacturing them locally will ensure quality and meet growing market needs.

  • Multilayer Printed Circuit Boards (PCBs): These boards are essential for connecting various electronic components inside devices. Producing them domestically will strengthen the electronics supply chain and support local industries.

The focus on these and other components is expected to improve the state’s capacity to manufacture finished electronic products and make Uttar Pradesh a key player in India’s electronics market.

Implementation of the Policy

To ensure smooth execution, the Uttar Pradesh government has set up a dedicated agency responsible for overseeing the policy. This agency will work closely with an empowered committee and a policy implementation unit. Together, they will monitor progress, facilitate investments, resolve issues, and make sure the objectives of the policy are achieved within the planned timeframe.

The government also plans to provide various incentives to entrepreneurs and manufacturers. These include state-level benefits in addition to the central government’s Electronics Component Manufacturing Scheme (ECMS). The aim is to make Uttar Pradesh an attractive destination for electronics manufacturing companies, both domestic and international.

Incentives for Manufacturers and Entrepreneurs

Under the policy, entrepreneurs investing in the electronics sector will receive a range of incentives. These include financial support for setting up manufacturing units, tax exemptions, subsidies on infrastructure costs, and assistance in skill development.

These incentives are designed to reduce the initial burden on companies, encourage more investors to enter the state, and accelerate the development of a strong electronics ecosystem. The government hopes that by making the process easier and more profitable, more companies will choose Uttar Pradesh as their manufacturing base.
