Larsen & Toubro (L&T) has officially been awarded the Package CA‑234 contract by the Mumbai Metropolitan Region Development Authority (MMRDA) for Mumbai Metro Line 4 & Line 4A. The project, covering a stretch of 35.2 km between Wadala‑Kasarvadavali‑Gaimukh, includes major systems like rolling stock, signalling, platform screen doors, depot machinery, and long‑term maintenance.
The Letter of Acceptance (LoA) confirms that L&T’s bid of ₹ 4,788 Crore has been accepted, making it the lowest bidder among competitors for this large‑scale metro contract. Only two firms had submitted bids, and L&T beat NCC Limited whose bid stood at ₹ 5,115 Crore.
In February 2024, the MMRDA re‑invited tenders for this contract, setting the estimated cost at about ₹ 4,279.49 Crore and a deadline of 3,723 days for execution. Technical bids were opened on 18 November 2024, and only two firms came forward. The technical evaluation was completed on 14 February 2025.
After the technical evaluation, financial bids were opened, and in the financial evaluation process (completed on 19 September 2025), one firm was disqualified, paving the way for L&T to emerge as the winner of Package CA‑234.
Under the scope of Package CA‑234, L&T will be responsible for supplying 39 trains (234 coaches) forming six‑coach trainsets for Mumbai Metro Line 4 & 4A. These will include a prototype train and subsequent batches delivered over a timeline spanning from 1 year for the prototype to 2 years and 2 months for the last batch.
Other systems to be delivered under this contract include:
CBTC signalling & train control (S&T) for automated / advanced train operations.
Telecommunication systems to ensure connectivity, control and safety.
Platform Screen Doors (PSDs) at stations to improve safety and climate control.
Depot Machinery & Plant (M&P) for the Mogharpada Depot, essential for maintaining the train fleet and related infrastructure.
Maintenance obligations are significant. Apart from an initial defect liability period of 2 years, L&T is also required to provide 15 years of comprehensive maintenance for all systems under CA‑234 after that defect liability phase.
This contract is pivotal for the Mumbai Metro project. Line 4 & 4A are part of the Green Line corridor being developed by MMRDA, intended to ease congestion, provide reliable transit, and improve connectivity between Wadala, Kasarvadavali and Gaimukh. It is among the largest metro infrastructure contracts in recent years in Mumbai.
The schedule for delivery of the 39 trainsets is divided in batches:
Batch 1: 1 Prototype Train — to be delivered in 52 weeks (approx 1 year)
Batch 2: 9 Trains — in 70 weeks (about 1 year 4 months)
Batch 3: 10 Trains — 88 weeks (1 year 8 months)
Batch 4: 10 Trains — 104 weeks (2 years)
Batch 5: 9 Trains — 112 weeks (2 years 2 months)
Besides the trainsets and signalling, the inclusion of platform screen doors at stations and the machinery for the Mogharpada Depot shows the contract covers both rolling operations and station infrastructure & depot support. This is important for the long‑term reliability and safety of the metro line.
Earlier components of this metro Line 4 & 4A project had involved notice inviting tenders, funding arrangements (including international loans), and preparatory work. The award of this LoA for Package CA‑234 thus represents a major turning point in execution. The contract period of 3,723 days (which is just over 10 years) from date of contract signing gives sufficient time for design, manufacture, installation, testing, commissioning, and long‑term maintenance. Stakeholders will now monitor implementation closely—especially deliveries of trainsets, progress in station platform door installation, signalling implementation (CBTC), and readiness of the depot infrastructure.
This contract also reinforces the push for modern transit systems with advanced signalling, safety (platform screen doors), and operational discipline. It fits within the broader push of MMRDA to modernize public transport in Mumbai, reduce commute times and provide commuter‑friendly metro services.
L&T’s winning of Package CA‑234 for Mumbai Metro Line 4 & Line 4A marks a major milestone.
