MMRDA invites ₹1,155 cr bids for Metro Line 4 & 4A Package 2

The Mumbai Metropolitan Region Development Authority (MMRDA) has started the process of inviting contractors for an important part of the Mumbai Metro Line 4 and Line 4A project. The new package, known as Package 2 / CA-295, has an estimated cost of ₹1,155 crore. This contract is expected to cover the design, construction, installation, and maintenance of key systems that will make the metro lines safe, reliable, and passenger-friendly.

The Metro Lines in Focus

Metro Line 4 is planned as one of the most important metro corridors in Mumbai. It will connect Wadala in South-Central Mumbai to Kasarvadavali in Thane district, covering a distance of about 35.3 kilometers. Along this route, there will be 32 metro stations.

The project does not stop there. An extension called Metro Line 4A will connect Kasarvadavali further north to Gaimukh, adding another 2.7 kilometers and 2 more stations. Together, Metro Lines 4 and 4A will stretch across nearly 38 kilometers and serve more than 34 stations, making it one of the longest metro routes in the Mumbai metropolitan region.

The idea behind these lines is to give the people of Mumbai and Thane a faster, cleaner, and more affordable way to travel. Currently, large parts of Thane and Eastern Mumbai are heavily dependent on overcrowded local trains, buses, and private vehicles. With Metro Line 4 and 4A, daily travel times are expected to reduce drastically, traffic congestion will ease, and pollution levels will also come down.

What Does Package 2 Include?

The tender for Package 2 (CA-295) has been designed to cover all the electrical and mechanical backbone systems of the metro. This means the contractor will not be building the tunnels, stations, or tracks, but will focus on what makes the metro actually run. The package includes the following:

  • Power Supply and Traction Systems – Every metro train needs electricity to move. Under this package, the contractor will design and set up the traction systems that draw power from the grid and supply it to the trains. This includes transformers, substations, and overhead systems that carry current safely and reliably.

  • Electrical and Mechanical (E&M) Works – Beyond trains, every metro station and tunnel also needs electricity for lights, fans, communication, and safety systems. E&M works ensure that all these facilities function properly, especially in underground or enclosed spaces where natural light and ventilation are not enough.

  • Lifts and Escalators – Passenger comfort is another important part of this package. The contractor will install lifts and escalators at stations so that people of all age groups, including the elderly and differently-abled, can move easily between platforms and entry gates. These facilities also help handle large crowds smoothly during rush hours.

  • Testing and Commissioning – After the systems are installed, the contractor must also conduct tests to make sure everything works perfectly before passengers are allowed to use the services. This is a crucial stage to avoid future problems and delays.

  • Maintenance Work – Unlike some contracts that end after construction, this one includes years of maintenance. The chosen contractor will first fix any defects that appear in the initial years and later continue with comprehensive maintenance for several more years. This ensures the systems remain in top condition throughout their lifespan.

Timeframe and Money Matters

The value of this contract is pegged at ₹1,155 crore, which makes it one of the largest packages under the Mumbai Metro Line 4 project. To even participate in the bidding process, interested companies must deposit an Earnest Money Deposit (EMD) of ₹11.55 crore. This shows the seriousness of the bidder and ensures only genuine players come forward.

The total duration of the contract is 8.9 years. Out of this, about 100 weeks (nearly 2 years) will be given for the design, supply, installation, testing, and commissioning of the systems. Once the systems are handed over, the contractor will continue to maintain them for the remaining period.

This model of long-term involvement is being used more and more in India’s infrastructure projects. It ensures that the company that builds the systems also stays responsible for their upkeep, which reduces the chances of poor-quality work.

Important Dates for the Tender

The MMRDA has also announced key dates for the bidding process. A pre-bid meeting will be held on 23rd September 2025. This is an opportunity for interested companies to ask questions, seek clarifications, and better understand the requirements of the contract.

The tender was officially opened on 10th September 2025, and the last date for submitting bids has been fixed as 30th October 2025. After this, MMRDA will evaluate the bids and decide which contractor offers the best balance of price, quality, and technical capability.

Why This Package is So Important

Metro Lines 4 and 4A are not just about new trains and stations. For the metro to be truly successful, it needs world-class systems that can power the trains, ensure passenger safety, and provide comfort at every stage of travel. Package 2 is the heart of these systems.

Without a reliable traction and power system, trains cannot run smoothly. Without proper electrical work, stations will not be safe or comfortable. And without lifts and escalators, passengers—especially senior citizens, children, and people with disabilities—will face difficulties. Maintenance is equally important because Mumbai is a city of heavy monsoon rains, high humidity, and large crowds. Systems that are not maintained can fail quickly in such an environment.

Broader Impact of Metro Line 4 & 4A

Once completed, Metro Lines 4 and 4A will connect several important areas of Mumbai and Thane. From Wadala, the line will pass through Chembur, Ghatkopar, Mulund, and Thane before reaching Kasarvadavali and then Gaimukh. This stretch covers residential hubs, commercial centers, and major roadways.

Commuters who now spend over an hour in traffic between Thane and South-Central Mumbai will be able to cut their travel time by nearly half. Roads such as the Eastern Express Highway, which are always clogged with vehicles, are expected to see some relief once the metro begins operating.

Environmental benefits are also expected. With more people using the metro, the number of cars, autorickshaws, and buses on the road will reduce, which in turn will lower emissions and improve air quality in the region.

The Way Forward

The Mumbai Metro project is being built in phases, and different packages are handled by different contractors. MMRDA is acting as the nodal agency for Metro Lines 4 and 4A. By inviting tenders like Package 2, the authority is ensuring that specialized companies handle specific tasks.

Over the next few months, the bidding process will reveal which contractors are interested and capable of taking up this large and technically demanding project. Once the work begins, people can expect to see lifts, escalators, and electrical systems gradually taking shape at the stations along the route.

If everything goes as planned, Mumbai’s dream of a fast, reliable, and world-class metro system will come closer to reality. For millions of commuters who spend hours stuck in traffic daily, Metro Line 4 and 4A will provide a much-needed lifeline.
