Sergei Shoigu, the Secretary of Russia’s Security Council, has arrived in Cairo with a large team of senior officials for important military discussions. Shoigu, who has long been seen as a key figure in Russia’s defence and security decisions, is expected to meet Egypt’s President Abdel Fattah al-Sisi and other top national security, defence, and intelligence leaders. The Russian group also includes officials from Russia’s arms export agencies, space agency Roscosmos, nuclear agency Rosatom, and several government ministries.
The main purpose of the visit is to talk about military cooperation between Russia and Egypt. Both countries have maintained strong defence ties for many years, starting from the time of the Soviet Union. Russia and Egypt also work together on energy and trade, including large grain imports from Russia to Egypt. During the talks, leaders from both sides will review agreements made earlier and discuss new steps that could strengthen military and technical cooperation.
Shoigu has been an important voice in Russia’s defence decisions for many years. Although he no longer serves as Russia’s defence minister, he still holds a powerful position and continues to influence national security policies. His visit to Egypt shows the importance Russia places on its relationship with Cairo at a time when global tensions are high, especially with the ongoing war in Ukraine and conflict in Gaza.
Egypt continues to balance its relationships carefully. It works with Russia on military and energy matters, while also maintaining close ties with the United States, European countries, and allies in the Middle East. Egypt’s leaders have to manage these connections carefully to protect their national interests in a region with many conflicts and changing alliances.
Russia’s delegation is large, showing that these talks are meant to be serious and wide-ranging. It includes officials from defence, foreign affairs, justice, industry, and the National Guard. The presence of Rosatom officials also suggests discussions may cover nuclear energy projects, as Russia has helped build and support civilian nuclear power plans in several countries, including Egypt.
This visit also reflects Russia’s continued effort to strengthen its influence in the Middle East and Africa. By deepening ties with Egypt, Russia can maintain strong partnerships in the region even while dealing with pressure from Western countries. For Egypt, cooperation with Russia provides more options in security, defence supplies, and strategic planning.
The talks are expected to continue for the coming days. Analysts say the outcome could shape military and political cooperation between the two countries for years ahead, especially as both nations navigate global instability and shifting alliances. For now, both sides appear committed to continuing dialogue and maintaining a close working relationship.
